23-8 Mở gói A. RFA: Hôm 23/8 Hội đồng Hiến pháp quyết định ra lệnh cho NEC mở 13 gói phiếu bầu từ 13 phòng phiếu tại xã Svay Chhrum, Tỉnh Kratie vì có những khiếu nại từ Comprel liên quan tới các phòng bỏ phiếu này. Các gói phiếu này sẽ được mở tại trụ sở NEC hôm chủ nhật, 8h sáng 25/8 với sự chứng kiến của Hội đồng hiến pháp và các quan sát viên. Khiếu nại của Comprel cho rằng có sự gian lận phiếu bầu ở tỉnh Kratie tới mức CNRP có thể thêm ghế ở tỉnh này. Về tổng thể, Comprel cho rằng nếu giải quyết thấu đáo các khiếu nại thì ít nhất CNRP phải được 56 ghế trong QH ( CNRP cho rằng đảng này phải được 63 ghế).

CNRP hoan nghênh quyết định của HĐ Hiến pháp và đề nghị phải có đại diện quan sát viên của CNRP và các tổ chức trogn và ngoài nước giám sát việc mở gói phiếu bầu một cách minh bạch. NPN CNRP Yim Sovann khăng khăng rằng đảng này vẫn giữ quan điểm yêu cầu NEC phải mở toàn bộ gói phiếu bầu trên toàn quốc để xem xét lại các khiếu nại của CNRP; rằng với việc mở một số gói, đây là một bước nhỏ và sẽ dẫn tới những bất thường buộc phải mở toàn bộ các gói phiếu bầu. NEC đã mời đại diện các đảng, nhất là các đảng liên quan và báo chí tới dự buổi mở phiếu bầu gói A.

Xung đột tại Battambang

Hôm Thứ sáu 23/8 Trung tâm nhân quyền CPC ( CCHR) ra tuyên bố phản đối việc cảnh sát và nhà chức trách Battambang đã đàn áp một cuộc tụ tập tại nhà riêng do bà Mu Sochua  CNRP tổ chức để giới thiệu các vấn đề kỹ thuật bầu cử cho những người ủng hộ cho CNRP. Cảnh sát đã ngăn cản những người dân tới tham dự vì cuộc họp không được xin phép trước. Trung tâm Nhân quyền CPC ra tuyên bố đây là sự vi phạm quyền tự do hội họp do Hiến pháp quy định. Uỷ ban Hành động nhân quyền ( The Cambodian Human Rights Action Committee (CHRAC), Comfrel và Nicfec yêu cầu chính phủ phải trừng phạt những cảnh sát đã làm sai. RFA 23/8

CNRP HỌP BÁO  mời đoàn ngoại giao, báo chí và các tổ chức quan sát tới dự họp báo 9h sáng 26.8 về sự cố bất thường trong bầu cử.

Vi phạm thấy khi mở gói A ở Kratie: Preap kol từ Transparency International cambodia cho biết trên mạng Facebọok rằng 8/ 13 gói thuộc gói A phiếu và biên bảm từ một số phòng phiếu tỉnh  Kratie đã được mở , dấu niêm phong đã bị mở, báo cáo kiểm phiếu về số phiếu không hợp lệ khác hẳn với số liệu của NEC  và Hội đồng Hiến pháp. YIM Sovann nghị sỹ.trúng cử QH khóa V lại cho rằng cả 13 gói đều có vi phạm .

The leader of Cambodia’s opposition, Sam Rainsy, said Thursday that a committee to investigate alleged electoral irregularities remains the only acceptable solution to the ongoing political stalemate.

Sam Rainsy told VOA Thursday that a working group established by parliamentarians from the ruling party and the opposition to discuss forming an investigating committee appears to have fallen short of an agreement.

But he said the process had proved useful.

“It’s part of the protocol – right, it’s just to show that we have tried, successively, at different levels. At the end, the top leaders must talk directly. It has been useful in preparing for dialogue at the top level,” he said.

Both the ruling Cambodian People’s Party, or CPP, and Rainsy’s Cambodia National Rescue Party, or CNRP, claim they won the election. The opposition says nationwide vote rigging swayed the outcome.

Rainsy stressed that the opposition would not compromise on its demand for a transparent investigation, and said the “full truth” must be exposed. Should that show that the ruling party had indeed won, Rainsy pledged that the opposition would accept it.

“We commit in advance. But on the other hand – the CPP must make the same commitment. If that after checking with witnesses – after checking that the figures were wrong – and it is actually the CNRP who won, they must accept this result as the real and the final result,” he said.

Last week the National Election Committee, or NEC, – the body that oversees elections – said preliminary results showed the ruling CPP had won a majority of seats in the 123-member parliament.

In recent days the NEC finished investigating complaints, and rejected all of the opposition’s submissions. The opposition said that was no surprise, given the NEC’s close ties to the ruling party.

The opposition’s complaints are now with the Constitutional Court – the country’s highest judicial body. Most of its appointees are connected to the ruling party.

Rainsy held out little hope the Court will be able to resolve issues to the opposition’s satisfaction. The opposition has pressed for an independent group to examine election irregularities.

Rainsy also insisted that a large peaceful rally planned for Monday was not to protest the election results, but to explain to its supporters what it has been doing, and to hear from its supporters what actions they would like it to take.

Ahead of that rally, Rainsy said he and deputy party leader Kem Sokha will also travel to other parts of the country.

“The purpose is to remain in touch with the voters, because we are accountable to the voters,” he said. “Voters have voted in unprecedented numbers for us – they want to know: What are you going to do with our votes? Are you going to sell our votes to the CPP? Or you are going to defend the ideas that were contained, the hopes that were contained?”

Meantime residents in Phnom Penh have told local media that the authorities have forced them to sign statements saying they support the provisional election result and promising not to join any protests.

Government officials told the Phnom Penh Post newspaper that thousands of people had signed the statements, but claimed they had done so voluntarily.

Cambodian rights groups and election monitors have condemned it as intimidation and said compelling people to sign was incompatible with free and fair elections.

In recent weeks the government has dispatched troops and armored vehicles to the capital, ostensibly to keep order in the event of post-election violence.

PHNOM PENH, Aug. 23 (Xinhua) — Cambodia’s banking sector remains stable with steady growth in business operations even though political tension between the ruling party and the opposition party over election results is still going on, Central Bank’s chief said Friday. “The banking sector has been developing soundly, in terms of scope, operational scale and products,”Chea Chanto, governor of the National Bank of Cambodia (NBC), said during the inauguration of a Malaysia’s Hong Leong Bank-Cambodia.

He said to support the development of the banking sector on a stable basis, the NBC has strengthened legal and regulatory framework and major financial market infrastructure such as payment system and credit bureau and developed interbank markets. “Cambodia’s banking sector progress is thanks to the increasing supports and participation of foreign investors and customers in the sector,”he said.

The Southeast Asian nation has 34 commercial banks serving about 1.6 million borrowers and 1.9 million depositors, according to the NBC.

The banks had lent a total of 6.2 billion U.S. dollars to customers by the end of June this year, up 5.4 percent compared to the end of last year, said NBC’s figures. On the deposit side, by June this year, the banks had received a total deposit of 6.75 billion U.S. dollars, up 9.5 percent compared to the end of last year.

Meanwhile, Chea Chanto expressed his optimism that the country’ s economy would grow by 7.6 percent in 2013, driven by strong growth of garment exports, agriculture, tourism and construction. “The strong growth is a result of macroeconomic stability,”the governor said, adding that inflation was expected at a manageable level of 5 percent.

However, Minister of Commerce Cham Prasidh warned early this month that any post-poll serious turbulence would lead to economic jeopardy. “The Cambodian economy has continued its high growth path and is expected to grow by 7.6 percent this year if there are no serious post-election disturbances,”he said.

Cambodia’s Deputy Prime Minister H.E. Hor Namhong, Minister of Foreign Affairs and International Cooperation, will leave next week for China to attend the Special ASEAN-China Foreign Ministers’ Meeting to be held in late August.

At the invitation of H.E. Wang Yi, Chinese Minister of Foreign Affairs, H.E. Hor Namhong will lead a delegation to attend the Special ASEAN-China Foreign Ministers’ Meeting, to be held on Aug. 28-29, 2013, in Beijing, on the occasion of the 10th Anniversary of ASEAN-China Strategic Partnership this year, according to a press release of the Ministry of Foreign Affairs and International Cooperation made public yesterday.

The upcoming meeting will exchange views on a number of issues to enhance the ASEAN-China Strategic Partnership, it pointed out.

On the sidelines, it added, H.E. Hor Namhong and other ASEAN Foreign Ministers will pay courtesy calls on H.E. Li Keqiang, Premier of the State Council of China, and H.E. Yang Jiechi, State Councilor of China.

CRC Receives Donation from Khmer First Investment Holding Group Co., Ltd.

AKP Phnom Penh, August 23, 2013 –

Samdech Kittiprittbindit Bun Rany Hun Sen, President of Cambodian Red Cross (CRC), received here on Thursday Okhna Cao Yunde, Board Chairman of Khmer First Investment Holding Group Co., Ltd.

In the meeting, Okhna Cao Yunde informed the CRC president of his company’s investment projects, expressing his strong confidence in the political stability and better investment environment in Cambodia under the leadership of Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen.

In addition, Okhna Cao Yunde expressed his commitment to contribute to the CRC’s humanitarian activities, and he donated US$20,000 and 60 tons of milled rice to the CRC.

Samdech Kittiprittbindit Bun Rany Hun Sen thanked Okhna Cao Yunde for the donation, which brought the total contribution of Khmer First Investment Holding Group Co., Ltd to the CRC to US$120,000 and 120 tons of milled rice.

The CRC president also spoke highly of the Chinese company’s contribution to the education and investment sectors and other social affairs in Cambodia.

Rehabilitation of Phnom Penh-Poipet Railway Line Completed 32 percent

AKP Phnom Penh, August 23, 2013 –

The rehabilitation of the 386-kilometer railway, linking Phnom Penh Capital City and Poipet in Banteay Meanchey northwestern province, at Cambodian-Thai border, has been achieved 32 percent, according to a report of the Ministry of Public Works and Transport.

The rehabilitation of the railway is funded by the Asian Development Bank (ADB) and other development partners.

The rehabilitation of another railway from Phnom Penh southward to Sihanoukville Port with 266 kilometers long has been completed. It has been being used for transporting goods such as cement, rice, etc.

Apart from the two railway projects, Cambodia is considering its possibility to construct another railway to link with Vietnam.

On Aug. 21, 2013, Chinese Foreign Minister Wang Yi met with Cambodia’s Funcinpec Party President Norodom Arun Rasmey in Phnom Penh, capital of Cambodia.

Wang Yi said, China-Cambodia friendship, fostered in person by Late King Father Norodom Sihanouk and the older generation of Chinese national leaders, has stood the test of time and set up an example of country-to-country relations. Funcinpec Party was founded by King Father Sihanouk and has inherited the good tradition of China-Cambodia friendship. The Communist Party of China places importance on strengthening communications between the two parties.

Wang Yi said that at present, to maintain stability, unity and development of Cambodia is very important to the country and its people. As a good friend of Cambodia, China hopes and believes that the political parties of Cambodia can resolve disputes as soon as possible and through friendly consultation, start a new session of Congress and the Government. China believes that Funcinpec Party will play a positive and constructive role to this end.

Norodom Arun Rasmey said that Funcinpec Party cherishes the special relations of friendship with China. Funcinpec Party will follow the teachings of the late King Father Sihanouk, adhering to friendly policies towards China and to safeguarding peace and stability in Cambodia.
