Liên đoàn lao động tự do FTU do CheaMony làm chủ tịch hôm 27/6 đã gửi thư tới Bộ trưởng Bộ Lao động CPC tuyên bố tách ra khỏi Liên hiệp các công đoàn CPC (CCU) và chấm dứt quan hệ với tổ chức đồng minh là Nghiệp đoàn giáo chức độc lập CPC CITA vì lý do không cùng lợi ích và lý do cá nhân. Tuyên bố này của FTU mở đường cho việc Bộ Lao động sẽ không ngăn cản việc cấp phép cho FTU, như đã từng ngăn cản CCU. CCU là tổ chức gồm cả các công chức, giáo chức, đã từng gắn về chính trị với SRP trong quá khứ, bị chính phủ từ chối cấp giấy phép đăng ký với tư cách nghiệp đoàn để bảo vệ lợi ích người lao động. ĐẤT ĐAI – Mặt nước

Hôm 1/7 Ttg Hun Sen phát biểu với hơn 10,000 dân huyện Kroch Chhmar tỉnh Kampong CHam nhân ngày Cá Quốc gia. Cùng quan chức tháp tùng, Ttg đã thả tượng trưng 500 nghìn cá con và 100 nghìn giống tôm tại Huyện. Ttg Nhắc lại lệnh của ông về xóa bỏ chế độ cho thuê mặt nước quanh hồ TOnle Sap và nói rằng đây là hành động cải cách Thủy sản cuối cùng nhằm tăng nguồn cá. TTg cũng cho biết 700 tình nguyện viên đã sẵn sàng xuất phát về các tỉnh Kampong Cham, Kratie, Rattanakiri, Mondulkiri, Kampot, Bantey Meanchey và Battambang để giúp đo đạc các lô đất mà người dân đang ở lấn lên các lô đất thuộc sở hữu nhà nước. BT Im Chhun Lim cho biết hiện có khoảng 350 nghìn hộ gia đình sống trên hơn 1,2 triệu ha đất công sản. Ttg Hun Sen cho biết nhiệm vụ của những thanh niên tình nguyện này là giải quyết những thắc mắc và mâu thuẫn phát sinh từ việc sống trên đất công sản, đất tô nhượng kinh tế, rừng bảo hộ và cấp sở hữu đất đai cho những hộ gia đình đang định cư tại chỗ , chấm dứt việc chiếm đoạt đất công sản. KẸP GIỮA PHÁP VÀ TQ TRONG VỤ CHUYỂN GIAO TỘI PHẠM

Tướng Khieu Sopheak, NPN của BNV CPC phát biểu với báo giới: tôi mong rằng cả hai nước Pháp và TQ đều là bạn của CPC và đều hiểu khó khăn hiện nay của chúng tôi, nếu chúng tôi chuyển Patrick Deviller cho TQ thì Pháp không hai flofng và ngươc lại. Deviller bị bắt hôm 13/6 theo yêu cầu của TQ liên quan tới vụ Bo Xilai, chưa rõ nguyên nhân, CPC có 60 ngày xem xét quyết định việc chuyển giao tội phạm theo Hiệp định tương trợ tư pháp ký với TQ năm 2009. NPN của ĐSQ Pháp nói rằng không có thông tin về vụ này. PP 2/7

VỤ LY KHAI Ở KRATIE

Sau khi Ttg Hun Sen tuyên bố sẽ miễn truy tố cho năm người bị truy nã về tội tổ chức thành lập lãnh thổ ly khai tại Kratie tại làng Proma, đã có ba người dân làng Proma bị truy nã đã đầu thú và được chính phủ bảo vệ nhân chứng. Bun Sitheth, em trai của Bun Ratha cho báo giới biết rằng một người đầu thú đã khai Bun Ratha trong danh sách những người đứng đầu vụ tổ chức ly khai. Hiện nay còn hai người trốn truy nã là Bin Ratha và Bố là Bun Chhorn. Tướng Khieu Sopheak NPN của Bộ Nội vụ cho biết sẽ tổ chức phiên tòa để những người dân khai ra kẻ chủ mưu. Chan Soveth nhân viên điều tra của tổ chức Adhoc cho rằng Chính phủ muốn những người bị truy nã khai ra kẻ chủ mưu là Mam Samnangdo, Chủ tịch của đài phát thanh đối lập FM105 đứng sau vụ xúi giục ly khai này, nhằm mục đích tìm lý do đóng cửa đài phát thanh này. TỔ CHỨC TÒA ÁN
QVK Bộ Tư pháp Ith Rady cho báo giới biết hôm 1/7 rằng BTP đang soạn thảo luật tổ chức Tòa phúc thẩm cấp khu vực, mỗi tòa phụ trách phúc thẩm 3 tỉnh, nhằm khắc phục tình trạng đọng án phúc thẩm tới năm năm như hiện nay, do chỉ có một tòa án phúc thẩm tại TATC ở Phnom Penh và việc vận chuyển các bị án tới tòa phúc thẩm bị ách tắc do thiếu nguồn lực, dẫn đến 69% vụ phúc thẩm phải xử vắng mặt. Dự thảo luật tổ chức tòa án phúc thẩm khu vực đã được chuyển tới Hội đồng bộ trưởng. PP 2/7

U.S. Ambassador Enjoys His Diplomatic Mission in Cambodia

AKP Phnom Penh, June 29, 2012 –

Newly-appointed U.S. Ambassador to Cambodia H.E. William E. Todd expressed his pleasure in doing his diplomatic mission in Cambodia during a talk here yesterday with Cambodia’s Information Minister H.E. Khieu Kanharith.

He chose Cambodia for his diplomatic mission as he saw the country enjoying a full peace and security, he said of duties assigned by the U.S. government.

He also appreciated Cambodia for the national development, notably Cambodia’s dynamic and energetic youths.

During his diplomatic terms, he said, he will do his utmost to enhance the ties of friendship and further cooperation between the two countries.

Regarding the energetic and dynamic youths interesting him, the information minister suggested meeting firstly with journalists and students.
The minister asked the U.S. diplomat to give a presentation to Cambodian journalists and students on the U.S. presidential election system as the U.S. will prepare for electing a new president in the near future.

In the first five months of this year, Cambodia has attracted over 1.5 million foreign visitors, an increase by 26 percent if compared to the same period of last year, show the statistics released recently by the Ministry of Tourism.

According to the statistics, from January to May, the Vietnamese tourists ranked first among the top ten foreign visitors to Cambodia with 305,750, up 30 percent; followed by the South Korean visitors with 204,150, up 35 percent; and the Chinese visitors with 132,000, up 33 percent.

The Lao tourists came in 4th with 81,059, up 5.4 percent; followed by the Thai tourists with 78,156, up 5.2 percent, the statistics indicate.

Some 941,450 foreign tourists visited Siem Reap province, home to Angkor temples, and the Capital City of Phnom Penh attracted 564,283 visitors, the costal areas some 136,254 visitors, and the northeastern provinces 26,573 visitors.

Last year, Cambodia received over 2.88 million foreign tourists, generating some US$1.91 billion income.

Cambodian Minister of Health H.E. Mam Bun Heng received here on June 27 newly-appointed U.S. Ambassador to Cambodia H.E. William E. Todd.

During the meeting, the U.S. diplomat told the Cambodian health minister of his intention to expand the cooperation with the Royal Government of Cambodia on health sector.

The U.S. ambassador also highly praised the Cambodian Ministry of Health for its efforts in reducing rapidly the child and maternal mortality rates.

For his part, H.E. Mam Bun Heng welcomed H.E. William E. Todd’s diplomatic mission in Cambodia and said that the Ministry of Health is ready to cooperate with the U.S. government as well as other relevant international organizations to enhance the Cambodian health sector.

Cambodia Confers Medals to Senior Foreign Military Officers

The Royal Government of Cambodia has conferred medals to Japanese and French advisors and military trainers in response to their valuable contributions to Cambodia’s National Center for Peacekeeping Forces, Mines and ERW (Explosive Remnants of War) Clearance (NPMEC).

The conferment was held in the presence of Gen. Prak Sokhonn, Delegate Minister and French Ambassador to Cambodia H.E. Christian Connan during the closing ceremony of a four-week military training course of the United Nations held at the NPMEC’s Institute at Oudong in Kampong Speu province on June 28.

The training course was participated by 19 military officers from various units.

Some companies from the Republic of Korea are expected to visit Cambodia next month in order to find trade and investment partners, according to a press release from Korea Trade-Investment Promotion Agency (KOTRA).

A business meeting is scheduled to be held on July 25, 2012 at Cambodiana Hotel to explore the business opportunities and trade partners with local businessmen, it said.

Most of the companies are cosmetics manufacturing companies, indicated the press release.

South Korean investors are among the top ten foreign investors in Cambodia.

Gazprom’s projects in the resource rich South China Sea have come under question after the Chinese oil Company CNOOC offered foreign companies licenses on the Vietnamese shelf already granted to Russia’s energy giant.
Since 2007 Gazprom has been developing four blocks in Vietnam as part of a joint venture with PetroVietnam. In April Gazprom also started work on two other blocks in the South China Sea. Gas reserves there amount to 55 billion cubic meters – not a large amount for a company like Gazprom, writes Kommersant daily.
But Gazprom’s operations could be up in the air after the China National Offshore Oil Corporation (CNOOC) invited foreign companies to tender for exploration rights in an area that Hanoi says it has already awarded to America’s ExxonMobil and Russia’s Gazprom, the Financial Times reported.
Following the news Vietnam accused China of acting "illegally" and demanded China immediately withdraw the tender.
Vietnam says the bid threatens its sovereignty over the area that lies within the country’s 200-nautical mile exclusive economic zone and continental shelf.
Vietnam officials say PetroVietnam and its partners will continue exploring the shelf and asked foreign companies not to bid for the nine blocks offered by China.
Gazprom has not commented on the issue although the company has said its projects in Vietnamese waters were not part of the disputed area, in line with Hanoi’s official position.
“Vietnam has always been in Gazprom’s sphere of influence.” Valdimir Rozhankovsky from Nord Capital told RT. “Vietnam has no alternative other than Gazprom to develop its shelf. It’s a costly thing especially when it comes to gas. But for Gazprom this is a matter of prestige.”
Last month, CNOOC launched its first deep-sea drilling project in the South China Sea, following domestic pressure on Beijing to uphold its territorial claims, writes the Financial Times. China claims sovereignty over almost the entire South China Sea, which is believed to contain large oil and gas deposits.
The region is estimated to have as much as 30 billion metric tons of oil and 16 trillion cubic meters of gas, which would account for about one-third of China’s oil and gas resources. China’s imports over 50 percent of oil with 80 percent of it transported through the South China Sea.
The Chinese tender threatens to escalate tensions between Vietnam and China. Analysts say the conflict may even lead to the worsening of relations between China and Gazprom.
But even if Gazprom is pressured by China to give up the project, some analysts say it would be wiser to leave Vietnam than lose the multimillion dollar contracts for its gas supplies to China. rt.com 29/6. The Vietnam Lawyers Association has released a statement opposing the invitation for bids for nine lots in the East Sea by the Chinese National Offshore Oil Corporation (CNOOC).

The CNOOC recently invited international bids for nine lots which are situated deep within Vietnam’s continental shelf and overlap lots 128 to 132 and 145 to 156 where PetroVietnam has been operating for a long time.

“This is not a disputed area,” said the association, adding that it completely supports the statement released by the Foreign Ministry spokesperson on June 26.

The association also “strongly protests and requests that the Chinese side stop the wrongful invitation for bids and not take any further action to inflame the situation in the East Sea or inflate the dispute.”

This act taken by the CNOOC seriously violates the 1982 UN Convention on the Law of the Sea (Clauses 58, 76 and 77) to which China itself is a member. This also seriously violates Vietnam’s sovereign right and jurisdiction over the country’s continental shelf and exclusive economic zone.

This act is counter to the Declaration on the Conduct of Parties in the East Sea (DOC) signed between China and the Association of Southeast Asian Nations (ASEAN) in 2002, as well as the agreement on the fundamental principles that guide the settlement of disputes at sea signed by Vietnam and China in October, 2011.

The association demands that the Chinese side observe the 1982 UN Convention on the Law of the Sea (UNCLOS) as well as all other related international laws and adhere to the commitments made in the DOC.

It calls on legal circles around the world to cry out for justice and asks multi-national oil and gas companies to respect Vietnam’s sovereign right and jurisdiction and not take part in the CNOOC’s invitation for bids.

The Vietnam Lawyers’ Association also says it supports the statement made by the Foreign Ministry spokesperson on June 21 and strongly condemns China ’s decision to establish the so called Sansha city. This seriously violates Vietnam’s indisputable sovereignty over the Truong Sa (Spratly) and Hoang Sa (Paracel) Archipelagoes.

In the statement, the association adds that it always wants to promote the traditional friendship and cooperation between the Vietnamese and Chinese people and both legal circles in particular.

At the same time, it is willing to do its utmost to protect justice, international laws, respect sovereignty independence and the territorial integrity of nations to maintain peace and security in the region and the world.

Several international scholars also said that the lots in the East Sea that the CNOOC has invited bids for are within Vietnam’s 200 nautical mile exclusive economic zone.

The scholars made the remarks at an international seminar on the East Sea, which was held in Washington in the US on June 27 and 28 by the Centre for Strategic and International Studies (CSIS).

Professor Carlyle Thayer from the University of New South Wales at the Australian Defence Force Academy, said that it is to "retaliate, to play back, for Vietnam’s passing its law by offering oil exploration blocks, all of which are in Vietnam economic zone." He believed that it’s more of a political act than a commercial one by China.

Dr. Bonnie Glasser, senior fellow with the CSIS Freeman Chair in China Studies, said that foreign oil companies will see "very high potential for some kind of conflict". "I think that they will think twice before they would want to participate in bidding at this point … large companies like Chevron would be quite reluctant," she said.

Addressing the seminar on June 28, US Senator Joe Liberman (D-Connecticut) said that the Chinese National Offshore Oil Corporation’s (CNOOC) announcement to invite international bids for nine oil and gas blocks within Vietnam’s exclusive economic zone is "quite provocative". "On its face," he said, "it’s an unprecedented and unfounded claim, that’s within an economic zone recognized by international law that is Vietnam’s".

The senator believed that it’s "a response to the Vietnam asserting its own legal rights by domestic law just last week".

At the seminar, academics from China, Vietnam, the Philippines, Indonesia, Singapore, India, Japan and the US discussed issues relating to recent developments in the East Sea, US-China- ASE AN relations and international laws and practices when solving disputes.

Kunt Campell, the Assistant Secretary of State for East Asian and Pacific Affairs also attended the event. Tui tre. fri 29/6
